Explains how laws are made under the U.S. democratic system. This copy is signed and inscribed by Kelly to New York Times editor Lawrence Hauck. Larry Hauck (1912-2000) started at the Times as a copy editor in 1948. By the 1960s he had worked his way up to assistant news editor, serving mainly as the overnight and weekend editor. He was promoted to full editor in 1976 and retired the following year.
