Ohio lawyer Charles Drake Martin (1829-1911) served one term in Congress, representing Ohio as a Democrat. In this speech, he blames the newly formed Republican Party for Northern resistance to the Fugitive Slave Act and for John Brown's raid at Harpers Ferry (which had taken place only six months earlier). Martin characterizes the Republicans as demagogues who foment conflict and disunion, and urges the country toward an attitude of tolerance for both the Northern and Southern ways of life.
